SACRAMENTO (AP) — Gov. Arnold
Schwarzenegger on Thursday called for laying
off thousands of state employees and slashing
billions from education to deal with California’s
latest budget deficit.
He called the cuts painful but said he was left
with no other choice as the nation’s most
populous state sinks further into the fiscal abyss.
Billions of dollars in spending cuts and tax
increases imposed earlier this year have not
been enough to keep up with a sharp drop in
tax revenue as the recession batters the
state’s economy.
The state faces a deficit of $15.4 billion in the
fiscal year that starts July 1. That will grow to
$21.3 billion if voters reject the budget-related
measures during a special election next week.

Even after borrowing $6 billion the state will:
- Send lay-off notices to 5,000 state workers,
first thing in the morning.
- Cut $3 billion from education that could
shorten the school year by five days.
- Reduce Medi-Cal payments to hospitals and
family planning by 10 percent.
The governor also wants to earn more money by
selling landmarks, like San Quentin Prison and
the Los Angeles Coliseum.

Fresno, CA (KFSN) — Two local school districts
now know the number of employees they need
to cut in order to balance their budgets. In March,
educators across the Valley received layoff
notices as a precaution. Soon, they’ll find out
who’s not returning to class next year.
Administrators at Madera Unified say they were
worried schools would lose classified employees
like secretaries and administrative staff next
school year. But on Tuesday the district cast a
vote to save each classified job.

Support Staff agreed to take a 10 day furlough, or
unpaid vacation. Teachers however turned down
a two point five pay cut. Which means nearly 65
teaching positions will be lost.

City of Fresno re: “drought” / water conservation
With the State of California entering its 3rd
straight year of drought and water shortage,
the City of Fresno has taken action to be good
stewards of this precious resource. Today, the
Fresno City Council voted unanimously to support
a 20% voluntary reduction in water use city-wide.
Last month, Governor Arnold Schwarzenegger
declared a California “Drought State of Emergency”
and encouraged urban areas within the state to
take this conservation step. The following policies
were adopted today to help reach Fresno’s
new conservation goals:

EXCERPTS:
“Did you know that at Fresno’s food banks, a
line forms that is 8 hours long because the clients
are waiting for food to arrive? That’s right, the
food is off the shelves as soon as it arrives.
What’s more, roughly 30% of all who are in line
will have never gotten any food by the end of
any given day.”
“Plenty of odd acts of violence erupting in
Fresno, and not the typical gang or cop
violence, although some cops have taken
out their frustrations on the homeless.
Footage of our cops beating up the
homeless have graced the cable
news all year.”
“The valley’s west side will be fallow this year,
due to water shortage, but also because of salinity
turning fields unproductive….
Most people don’t know that.”

Fresno City Council Holds Special Meeting
Fresno, Ca.-Congressman Adam Schiff, (D)
Pasadena, sat down with Fresno leaders
Sunday during a special city council meeting.
Schiff is on the House Appropriations Committee,
the group in charge of deciding how the
federal government will spend its money.
“When you get somebody in his capacity here,
it’s very important,” said Fresno County
Supervisor Phil Larson.
Fresno leaders tried to influence the congressman
to send more money our way to fight two of the
valley’s biggest problems-water shortage, and
foreclosures.
