City of Fresno, CA’s Dept of Public Works is conspiring with a former city employee, Wilbert G. Swieso etal, in felony altering of our city sewer, water and power infrastructures. This operation entails massive destruction and haphazard patching of structures from one end of Fresno to the other. Unsuspecting residents are being run off their property as this group seizes control of property and assets. After the felony alterations take place, property is resold on deeds reflecting illegally altered property lines – in some cases, sold by fraud and forged deeds (verified by handwriting expert.)
As sewer and water lines are altered, infectious, disease-carrying sewage is discharged. Not only are various residents being deliberately and intentionally exposed to toxic waste, some die. Toxic waste is allowed to flood entire alleys and seeps into yards as these lines are altered without authorization, permits or inspections. Throughout this operation, the city’s risk analyst is sent out to LIE about the cause behind this nightmare, leaving a trail of illness, infections, asthma, lung/respiratory, amputation, death. Despite evidence of medical crises, soil testing is refused. Because it is being done ILLEGALLY – NO RECORD FOR IT!
The city’s risk analyst further lies about the unauthorized street widening, cutting back of residential lawns, tree removal, relocation of storm drains, etc. For those who do not believe that all of this could be done without authorization or without anyone’s knowledge, or those who continue to say that all of this would be impossible, let me assure you that it could not be any easier to do. All you need is someone with the balls to pull it off and no one ever looks or questions anything.
1. Regardless of whether we like the alterations taking place, NO ONE FOLLOWS UP to verify they were authorized!
2. Done with city equipment, right under our noses – WE ASSUME IT IS AUTHORIZED so we do not question it!
3. We see the utility pole workers up the pole and assume it is authorized - we do not verify anything!
4. Conspiring with title companies to alter the property lines on new deeds leaves newcomers oblivious.
5. With older records of Fresno no longer available, we are all looking at ALTERED RECORDS!
6. Transferring the numbers on utility poles is all it takes for PG&E to insist that their poles have not been touched! They have no record of earlier location or easements – NOTHING!
NO ONE OVERSEES WHAT THE DEPT. OF PUBLIC WORKS IS DOING! No accountability. Creating sewage back spills allows this risk analyst to take countless photographs of what will later be stolen and altered – she then uses the “release for clean-up” as her ticket of non-responsibility then lies about the countless photographs. No pictures of damages or cause of damages – add that up.
The Dept. of Public Works is overriding the planning dept. and creating their own laws and rules – annihilating innocent people as this is carried out. When questioned about the felony altering of city water meter, the senior risk analyst had the audacity to say: “That is YOUR problem – it is on YOUR property!” The alley is not my property; the water meter is HIS responsibility to oversee. There can be no question of its relocation, which verifies what I initially reported YEARS earlier! In an ongoing attempt to keep all of this covered up, he is now withholding public information while continuing to maliciously slander me and discredit what has been uncovered – VERIFIED on unaltered city records, photographs and witnesses. He went as far as to commit perjury to discredit his own records. Death threats followed (by ???) if I continue to report this.

Loosening clamped sewer/water lines to create mold lawsuits, insurance claims, condemn property
This is an insurance agent/estate planner who gains access to his clients’ property by offers of “help with home repairs.” Sewage back spills follow, in some cases, more forged insurance applications. (I was employed by him on 2 occasions – more.) He conspires in altering legal documents, citing: “You can’t live for the dead.” He instructed his son when to stop making house payments so he could step in and pay cash at foreclosure, laughing, “Most people are 1 paycheck away from bankruptcy.” He conspired with his attorney in preparing fraudulent legal documents for my family’s properties, as the risk analyst set us up for total annihilation. Same thing done to my neighbor across the alley – he was never seen again, followed by what appears to be another forged deed. Much, much more.
Burglaries, ID theft, forged deeds and forged insurance papers of people never seen again. Suspected arson, suspected homicide. Talk of “selling” and “giving away” small children, talk of child sex and dismemberment of older ones (adults as well.)
All of this is taking place behind felony altering of sewer, water and power lines. Father of a local FBI agent indicates that in addition to high-tech monitoring of residents without their knowledge or consent (beyond tapped phones, hacked computers, hidden cameras), the pillaging and looting is linked to a catastrophic event that is expected to take place. What the hell are they doing – setting us up for a Katrina-like disaster? This group is taking everything of value, as they clear the path and make plans for their barbaric operation, entailing altering our sewer, water and power lines. (Also mention of piped water at a much higher elevation. Temperance Dam?!? Answers are refused.)
Keep in mind when the City of Fresno continues to lie and cover all of this up:

Group A = Authorized
Group B = UNauthorized
When members of Group A conspire with Group B, not only does Group B appear totally legitimate, it leaves no one / no where to report this. And when no one is looking, Group B does not know the truth about how much further WILBERT SWIESO is taking all of this – entailing EVEN MORE HORRORS AND FELONY ALTERATIONS!
Heinous and barbaric crimes are taking place – destruction of lives, businesses and property.
The blind leading the blind: The City believes whatever Group B tell them. The public believes whatever the City tells them. No one looks any further, or questions anything they are told – they simply remain oblivious as all of this continues right under their noses. Leaving every resident of Fresno in GREAT DANGER!
