Don’t be like fresno
[Eds. Note: This week, Scott files his report from his craphole hometown of Fresno.]
By every conceivable measure, Fresno, CA is a royal craphole.
It’s a sprawling mess of a place—for decades, urban planning has been not just ignored, but actively and viciously opposed. The results: Rows of identical tract homes stretch on for miles and miles, seemingly without end, and “open spaces” are considered eyesores that simply haven’t yet been developed.
Creative young entrepreneurs occasionally decide they’re going to revitalize downtown, but economic capital keeps leaving in droves, tracing the white flight path trod by Fresno’s doughy, SUV-driving residents to the furthest reaches of suburbia.
And perhaps illustrative of the entire city’s mediocrity, the mayor is a former c-list actor—that guy who played Bubba on In the Heat of the Night. But if you ask most people, the real mayors of the city are the handful of land developers who have transformed the city’s landscape, and who’ve managed to convince the city government to keep zoning laws laughably lax.
In virtually no way would Portland voters or politicians choose to adopt policies or practices from Fresno—it represents, both figuratively and literally, the polar opposite of the values Portland holds dear. And yet, this May, Portlanders will have the chance to vote on changing the city’s form of government to something that resembles Fresno pretty goddamn closely.
Since the mid-’90s, Fresno has had a “strong mayor” form of government not terribly dissimilar from the one Mayor Tom Potter and the Charter Review Commission are pushing. Henry T. Perea, the City of Fresno’s Council President and one of the youngest, most progressive city councilors in Fresno’s history, thinks it’s a terrible idea.
“The strong mayor form can be very frustrating,” he said at a café a few blocks from Fresno city hall. “Because we’re elected by districts, we have constituents we have to respond to, but if we’re not in the good graces of the mayor or the department heads, we’re out of luck. If the mayor decides that a councilor’s concern is not going to get filled, it’s not going to get filled.”
For Perea, the worst part of Portland’s possible future government is that the mayor would still have a vote on city council.
“No way,” he said. “I’d never support that here. The mayor would be in charge of all bureaus, and have a fifth of the vote in policies? That puts way too much power in one person.”
When a Fresnan makes more sense than the Portland mayor, something has gone horribly awry.

Rather than any warning or chance to protect myself, my family or belongings from deliberate discharging of toxic, infectious, disease-carrying raw sewage that REPEATEDLY took place as city sewer and water lines were being illegally replaced in the alley, the risk analyst showed up afterwards and BLATANTLY LIED about the cause. My life was not the only one destroyed by this barbaric operation.
I reported the bookkeeper who turned out to be a fraud. – nothing. This is the woman who implied she is one of the persons arranging [much worse.] She is free to continue. Copy and paste link below:
[link temporarily disabled]
I reported Swieso – forgery, burglary, conspiring with various city employees in felony altering of water/sewer/power infrastructure – massive code violations, real estate fraud/theft, endangering the lives of ALL residents. I was called a “liar” and “crazy.” Copy and paste link below:
I reported Winlsow – verified forgeries, hidden cameras, burglary, poison, “missing” person/s. He is free to continue. His resort is even promoted on the city’s tourism site! Copy and paste link below:
I reported unknown facts behind an unsolved murder – no response. Copy and paste link below:
I reported Eberwein Auto Repair (Patrick Garahan, mechanic) for charging me $5,000 for so-called repairs – ending with verified VIN altering. Copy and paste link below:
I reported felony altering of the city sewer. water and power lines. A Restraining Order was issued against me – death threats followed. Copy and paste link below:
I reported ADA violations being carried out – discriminating against the disabled.
Throughout all of this, I have not only been treated as a criminal, I am receiving death threats if I continue to report it. Already attempted on numerous occasions.
Finally ……. lesson learned. For me to report my latest discovery to Crime Stoppers would be nothing less than suicide. This man is free to continue robbing and beating the hell out of people.
“If the Government becomes a lawbreaker, it breeds contempt for law; it invites every man to become a law unto himself; it invites anarchy. To declare that in the administration of the criminal law the end justifies the means – to declare that the Government may commit crimes in order to secure the conviction of a private criminal – would bring terrible retribution.”

A closer look at the Polzin property:
Fresno Dept. of Public Works called me a “liar” and filed a Restraining Order against me after being caught behind felony altering of sewer, water and power lines 1 block east of the Polzin property. The City’s own sewer layout verifies EXACTLY what they did – this was behind the sewage back spills we were lied to about. This is behind all the newly clamped sewer and water lines. This is behind the mold that consumed 1 of the 2 rental properties as Swieso conspired in cancellation of property insurance coverage. This is behind the “gutting” and shoddy reconstruction of our properties, “suspected” homicide of my family members and attempted murder of me. THIS IS WHAT TOOK PLACE BEHIND WILLIAM POLZIN’S MURDER!
Witnesses as well as sewer layout verifies the widening of Olive Ave. yet instead of notice or warning about the massive destruction / reconstruction, residents were lied to and eliminated.
Lauck’s Bakery is one of the last original businesses to leave Fresno’s historic Tower Dist. Another great loss. One by one, well-known and well-established businesses have folded – not all of them willingly.
Back in the 50s, the Tower Dist. was thriving – the quality, unique architecture, neon lights, and of course the Tower Theater made it an area well-known to all. Located near downtown, Fresno, which was also thriving. The decline of downtown coincided with the strip mall that was built in the 60s. Various buildings were demolished, remaining businesses suddenly began failing. Before the next business stepped in, there were lots of so-called “repairs and renovations” that went on. A pattern that continued until finally, people no longer went downtown. Homeless people began to occupy the empty buildings. Many of the beautiful historic structures have since been torn down due to decay and negect. Attempts have been made to revitalize the area, but none have been successful. Or so the story goes. Here in the Tower Dist., I have seen a lot of similarities take place. Not only the end of long-time businesses and neglect of the area, but more. Destruction and/or major altering of every structure, one by one. Yet there is no record for what is taking place. Instead of a strip-mall used as an excuse to carry it out in the Tower Dist., fires and/or annihilation of property/business owners seem to be the method. My research shows a pattern of fraudulent/forged legal documents that coincide with these alterations and/or end of various businesses. In some cases, the owner is never seen again. (More suspected homicide.)
I was born and raised in the area, my family owned property in the Tower Dist. After many decades, we lost our 2 store-front properties – the City of Fresno set us up for annihilation and illegal takeovers of our properties. It was an accident I got away before they finished me off – my family members and neighbors were not so “lucky.” The water scam continued, and just as done with all the other structures down Olive Ave., records were altered to match the new layouts, as though nothing had taken place. Including widening Olive Ave., despite countless witnesses, our officials deny it was ever widened! Using altered records as “proof.”
Our properties were in the middle of all the others that were torn apart and rebuilt, as Olive Ave. was widened (1 block at a time.) Yet there is no record for any of it. Look at historic aerial views – they have been altered to match the updated layouts as though nothing changed! Parcel maps have been altered as well. Old books have been reprinted; directories, etc. Old (new) maps are sold on ebay – so much effort has gone into altering the evidence of these changes (and massive code violations.) You can easily see it for yourself – look at these buildings. None of them are original. Look closer – no previous layers of paint inside or out. Crooked walls/seams. Property lines changed. Older, well-established lawns no longer remain, they were excavated when the underground infrastructures were replaced / relocated – lawns replaced with rolled turf. Utility poles relocated / reconnected. No record for any of this.
To even question the City of Fresno about what they are doing results in great anger – in my case more so, because they were caught in action. Name-calling, Restraining order, perjury, threatening me if I contacted or pled for help again – followed by death threats that have never ended.
TRIP DOWN MEMORY LANE – fire after fire. Reconstruction. Changes in property lines. Do you remember ……
1. Remember the bar near the SW corner of Palm + Olive that burned down in the 60s?
2. The original Lucky Boy Hamburger that burned down on the south side of Olive in the 60/70s?
3. The bar on the NW corner of Olive and Fruit that burned down in the 70s?
4. First home south of Olive, on Adoline, burned down in the 70s?
5. Traffic School, Olive, near Fruit burned/rebuilt 70s
6. Turpins Furniture, Fulton off Olive burned 70/80s
7. Jackie’s Costumes, north side of Olive burned, prior to relocating to south side of Olive 70/80s

11. The thrift store on the NE corner of Palm + Olive that burned down in the 80/90s?

17. Tiny’s Olive Branch, Olive, next to Roeding Park – burned down (80?)
18. The old Herb Bauer’s building, Olive, between Tiny’s & Roeding Park – burned down (80?)
Sadly, what I have described here is a mere 1 1/2-mi. stretch. Beneath all of it, the underground infrastructures have been replaced / relocated. Water system allegedly being redirected for upcoming development i.e., gambling communities, casinos, race tracks, golf courses, and high-speed rail.
Former employee for the City of Fresno is the ringleader – conspiring with various city personnel, including risk analyst who lies about the cause behind sewage back spills leaving a trail of horrific illnesses, diseases, respiratory, amputations, deaths and takeovers. Next chapter – the affects of raw sewage. (Fresno – the only city in the entire nation to react to the MRSA outbreak by increasing benefits for themselves – while refusing reports of what is contributing to the nightmare!)
